Hello. I'm Maya. This is first time for me writing a blog in English, so there might be some (or many...) sentences which doesn't make sense to you.
I think that anything can be Art if anyone who creates that object believes it as Art. As Allan Kaprow mentions in "Art Which Can't Be Art," everyday life activity, brushing teeth in this case, could be art. Some people won't recognize that as Art because they believe that Art should be something "special" or "extraordinary" stuff. On the other hand, others would admit it as a new style or genre, sympathizing with a moment of life, which everybody gets through.

Observers can define things as art too.
I think that Kaprow is saying that brushing your teeth can be special.
